Project Partners
Plenary Health (Niagara) is a partnership between Plenary Group and Borealis Infrastructure. The partnership features specialist health-care, construction, and finance personnel and has as its sole focus the delivery of the Niagara Health System project on time and on budget and its successful physical operations over the next 34 years.

Plenary Health Niagara’s team includes PCL Constructors Canada Inc., B+H Architects, Silver Thomas Hanley Architects, and Johnson Controls. The long-term debt financing was provided through the private placement market and was led by Sun Life Financial and The Great-West Life Assurance Company and included Industrial Alliance and Bimcor. TD Securities Inc., RBC Capital Markets and BMO Capital Markets acted as arrangers for the long-term debt financing.

Borealis Infrastructure
Borealis Infrastructure identifies, invests in and manages infrastructure assets on behalf of OMERS. Infrastructure investments, especially in government-regulated sectors, can generate reliable returns that exceed those of the public markets. Individual investments generally require capital commitments for a minimum of 15 to 20 years and these investments typically generate consistent annual cash flows, making them a perfect fit in meeting our long-term pension obligations.
Borealis and OMERS have a long and successful track record of working with all levels of government, government agencies, hospital corporations, special interest and community groups as well as large and small companies to successfully manage complex infrastructure assets over the long term. Borealis is proud to heavily involved in the infrastructure of Ontario and contribute OMERS’ support of over 380,000 pensioners.
